Tender Description
Pakistan Railways Karachi Division invites experienced firms registered with Pakistan Engineering Council (PEC) and appearing on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) to participate in the procurement of the Signal Portion (Phase-I) including a new link at BQM for an additional train under the DFC route from KMR to MYP.
Items being procured:
- Signal Portion (Phase-I) including new link at BQM for additional one train under DFC (KMR to MYP)
The work involves technical and financial bidding under the Single Stage Two Envelope Procedure as per PPRA Rules 2004. The approximate cost is Rs. 180,928,500 with a bid security of Rs. 3,618,570. The completion period is three months.
Bidders must submit both technical and financial bids through the E-Pak Acquisition and Disposal System (EPADS) version 2.0. Only bids submitted through EPADS (www.epads.gov.pk) will be entertained. The original bid security in the form of a bank guarantee/CDR/Pay Order in favor of the Divisional Accounts Officer, Pakistan Railways Karachi, must be submitted physically before the tender opening. A photocopy of the bid security must be attached with the technical bid. One sealed hard copy of the technical bid must also be submitted in the office of the Divisional Accounts Officer, Karachi, along with necessary documents.
The deadline for submission of bidding documents is 12:00 PM on or before 31-10-2026. Bids will be opened on the same date at 12:30 PM. Bidders are required to register with EPADS and PPRA to access tender documents and other relevant information. Bids without original bid security will not be entertained.
Pakistan Railways reserves the right to accept or reject any or all bids as per PPRA Rule 33(1).
A practical tip for bidders: Ensure timely registration on the EPADS portal and prepare all bid security documents in advance to avoid last-minute submission issues. Also, carefully follow the Single Stage Two Envelope Procedure to avoid disqualification.
