Tender Description
The Planning and Development Department, Government of Sindh, through its Project Coordination & Monitoring Unit (PCMU) under the Sindh Water and Agriculture Transformation (SWAT) Project, is procuring consultancy services for the development of a simplified Procurement Management System (PMS). This digital system aims to enhance transparency, tracking, and reporting of procurement activities specifically for the SWAT Project based in Karachi. The scope includes reviewing existing procurement workflows, mapping processes in line with SPPRA Rules, and developing a low-code/no-code digital PMS using platforms such as Excel, Google Sheets, or AppSheet within a three-week timeframe. The system will cover procurement planning, solicitation tracking, bid evaluation monitoring, contract management, and real-time dashboards for procurement status. Eligible consulting firms must have valid FBR and Sindh Revenue Board registrations, demonstrate relevant experience with public sector projects, and a minimum turnover of Four Million PKR in the last three years. Firms should also provide proof of at least three relevant works executed or ongoing in the past three years and submit an affidavit confirming no blacklisting or litigation with government entities. The submission deadline is within 15 days of publication, with proposals to be submitted electronically via the e-Pak Acquisition and Disposal System.
