Tender Description
The Benazir Bhutto Shaheed Human Resource Research and Development Board (BBSHRRDB), Universities and Boards Department, Government of Sindh, invites proposals for the Skills Development of Youth in Sindh Phase-XVII (2026-27) under the Private Sector Training Wing. This initiative aims to address poverty and unemployment by providing long and short-term vocational courses and skill training to unemployed literate and semi-literate male and female youth aged between 18 to 35 years in Sindh.

The training programs are designed to be competency-based with certification from NAVTTC and other relevant authorities. Applicants must meet qualification and experience requirements as specified for each trade. The RFP document is available for free download from the EPADS portal and the BBSHRRDB official website. Proposals must be submitted exclusively through the EPADS portal by 12:00 PM on the closing date. Physical submission of bids or sealed paper envelopes will not be accepted.
Eligibility criteria include valid registration and affiliation certificates, minimum turnover requirements, tax compliance, and earnest money submission. Technical proposals will be opened online in the presence of bidders or authorized representatives. Bidders are advised to carefully review the RFP document and ensure compliance with all requirements to avoid disqualification.
A practical tip for bidders is to ensure timely submission of proposals through the EPADS portal and to upload all required documents, including scanned copies of pay orders, to avoid rejection. Early preparation and understanding of the competency-based training requirements will enhance the chances of success.
