Tender Description
The Pakistan Telecommunication Authority (PTA) in Islamabad is inviting applications for the Spectrum Auction of Next Generation Mobile Services (NGMS)/5G covering six frequency bands: 700, 1800, 2100, 2300, 2600, and 3500 MHz. This auction offers a total of 597.2 MHz of spectrum below 6 GHz to support the deployment of advanced mobile technologies including 4G and 5G across Pakistan, excluding Azad Jammu & Kashmir and Gilgit-Baltistan.
This auction process is structured in five stages: Application, Qualification, Allocation (Main Auction), Assignment, and Grant. The spectrum is divided into multiple lots with specific caps to ensure competitive balance among existing Mobile Network Operators (MNOs) and new entrants. The auction will be conducted via an Electronic Auction System (EAS) using a clock auction format with demand retention, allowing bidders to submit bids across categories with strict compliance to spectrum caps and minimum bid requirements. Applicants must be companies registered with the Securities and Exchange Commission of Pakistan (SECP) and submit a pre-bid deposit of US$15 million. The application requires detailed company information, ownership disclosures, financial qualifications, and warranties against collusion and insolvency. The auction timeline starts with the publication of the Information Memorandum on 9 January 2026, with the application deadline approximately 34 days later. The process includes bidder seminars, mock auctions, and a final grant of licenses upon successful completion of all stages.
Applicants should ensure compliance with Pakistan Engineering Council (PEC) standards, maintain Federal Board of Revenue (FBR) Active Taxpayer List (ATL) status, and prepare for the 2025-26 financial year requirements.
