Tender Description
This tender invites suppliers to provide steel coach wood screws of 4 inch length to the Directorate of Procurement (Navy) in Islamabad. The procurement falls under construction and civil works materials, specifically targeting high-quality fasteners for naval applications. The department requires these screws to meet strict OEM standards, ensuring durability and compliance with PD 970 of 2005 specifications. The screws must be made from 708M40 or 42 CrM04 grade steel, with precise dimensions including a 0.625 inch diameter and 5 threads per inch, suitable for demanding structural uses within naval facilities.
The supply involves delivering brand new, genuine OEM-certified items directly or through authorized dealers. The procurement process follows a single stage, two envelopes bidding procedure, emphasizing technical and commercial compliance. Firms must submit technical offers in duplicate, including all required documentation such as DGDP registration, income tax and sales tax certificates, and proof of financial capability. The tender also mandates submission of earnest money via Call Deposit Receipt (CDR) with specific ceilings based on firm registration status. Inspection will be conducted by the Chief Inspector of Naval Stores (CINS) to ensure quality and conformity.
Bidders should ensure they are registered on the Active Taxpayers List (ATL) of FBR and comply with all DGDP and PPRA rules. The tender requires a validity period of 120 days from the commercial offer opening date or until 30th June, whichever is later. Firms must also provide warranty and bank guarantee documents as per contract terms. The procurement strictly prohibits conditional or incomplete offers and enforces penalties for non-compliance, including blacklisting and forfeiture of earnest money.
The submission deadline is set for 31st March 2026 at 10:30 AM, with technical bids opening at 11:00 AM on the same day.
