Tender Description
This tender invites bids for the establishment of Stream Laboratories in 60 schools across four districts of Sindh Province: Tharparkar, Umerkot, Shaheed Benazirabad, and Dadu. Issued by the Reform Support Unit of the School Education & Literacy Department, Government of Sindh, the procurement covers multiple laboratory modules including biology, chemistry, physics, fabrication, IT, and arts labs, along with associated furniture and equipment. The project is part of the ASPIRE initiative funded by the World Bank to enhance educational infrastructure in the region.
The scope involves supplying and installing specialized laboratory equipment such as microscopes, digital balances, solar systems, and IT hardware, alongside furniture like lab stools, desks, and storage cabinets. Delivery and installation will be executed lot-wise, with 15 laboratories per district. The technical specifications demand high-quality materials and compliance with relevant standards, ensuring durability and functionality in school environments. The project requires bidders to demonstrate financial strength, technical expertise, and prior experience in similar government contracts.
Bidders must be registered with the Federal Board of Revenue and possess valid PEC registration in relevant categories. Compliance with tax obligations and submission of bid security amounting to 2% of the quoted bid price is mandatory. The bid validity period is 90 days, and performance security of 10% of the contract price will be required upon award. The tender follows the Single Stage Two Envelope bidding procedure via the Sindh Public Procurement Regulatory Authority's e-PADS portal.
The submission deadline is set for 10th February 2026 at 2:30 pm, with technical bids opening at 3:00 pm the same day at the Reform Support Unit office in Karachi. Bidders should submit their bids electronically on the e-PADS portal; manual bids will not be accepted unless first submitted electronically. The office address for bid submission and correspondence is Bungalow No. 47-E, 48th Street, PECHS, Block-06, Shahrah-e-Faisal, Karachi.
Pro-Tip: Ensure strict adherence to the bid submission instructions on the e-PADS portal and include all required documents such as bid security, technical and financial proposals, and manufacturer authorization letters. Missing or incomplete documentation is a common cause for disqualification. Also, carefully review the PEC category requirements and FBR registration status to avoid technical non-responsiveness.
