Supply of Bitumen Grade 60/70 and 80/100 for NLC Projects Across Pakistan

The National Logistic Corporation (NLC) invites qualified suppliers to participate in the procurement of Bitumen Grade 60/70 and 80/100 for various NLC projects across Pakistan. This tender is issued on an open framework contract basis valid initially for 45 days, extendable up to three years in segments with mutual consent. The supply locations include Karachi, Hub, Rawalpindi, Gujranwala, Lahore, Multan, Dera Ismail Khan (CPEC), Peshawar, Quetta, Chaman, Gilgit, Shandoor, Kohat, Torkham, Kohala/Murree, Sargodha, Saianawala, Kutbal, Fateh Jang, and Lodhran. Items being procured: - Bitumen Grade 60/70 and 80/100 for PMU Chaharbagh Phase-II Lahore (1100 M/Ton) - Bitumen Grade 60/70 and 80/100 for PMU Rehab & Construction of Additional Carriageway at M-4 Pindi Bhattian-Faisalabad Motorway (Pkg-I) (8100 M/Ton) - Bitumen Grade 60/70 and 80/100 for PMU Rehab & Upgrade of N-5 Multan-Lodhran Section (Pkg-II) (3000 M/Ton) - Additional 25% quantity for any new projects (3050 M/Ton) - Bitumen Grade 80/100 for Construction of Road from Pissan to Hoper Nagar (Shahra-e-Nagar Project) (500 M/Ton) - Bitumen Grade 80/100 for Sanitary Sewerage System Gilgit City (Pkg-I) (240 M/Ton) - Bitumen Grade 80/100 for Sanitary Sewerage System Gilgit City (Pkg-II) (480 M/Ton) - Bitumen Grade 60/70 for Extension of Margalla Highway Project (383.91 M/Ton) - Bitumen Grade 60/70 for Asphalt Plant NLC DCK (Commercial Sale) (2000 M/Ton) - Bitumen Grade 60/70 for Dera Ismail Khan Flyover (200 M/Ton) The contract requires suppliers to provide OEM products with on-site supply capability. Bidders must submit a tender fee of Rs 2,000 and a bid security of Rs 500,000 in the form of a bank draft in favor of National Logistic Corporation HQ Main Account. Performance Bank Guarantee of Rs 10 Million from an AA rated scheduled bank will be required from the successful bidder within 15 days of Letter of Intent issuance. Delivery must be made within 5-7 days after issuance of Purchase Order at the prescribed locations. Late delivery charges of 2% on undelivered quantity will be imposed. Inspection will be conducted by the consignee after delivery to ensure quality and quantity compliance. Eligibility criteria include NTN/STRN registration, active tax filer status, compliance certificates, quality test reports, and no blacklisting. Offers must be submitted on company letterhead with all required documents. The tender follows PPRA Rule 16(a) & 36(a) under a single stage one envelope procedure.
