Tender Description
The Sindh Prisons and Corrections Service invites bids for the supply of cooked food to the inmates of District Prison and Correctional Facility Badin and Open Prison Badin for the fiscal year 2026-2027. This procurement is specific to Badin city in Sindh province and is managed by the Inspector General of Sindh Prisons & Corrections Service Karachi. The contract covers the preparation and delivery of three meals daily including breakfast, mid-day, and evening meals, as well as special diets during Ramadan and on special occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day.
The technical scope includes provision of high-quality ingredients such as fortified wheat flour, cooking oil, tea leaves, UHT milk, sugar, pulses, fresh vegetables, chicken, beef, and other dietary articles as per detailed specifications. The food must be prepared hygienically within prison kitchens, adhering to prescribed diet menus and scales. The contractor is responsible for all utilities including gas, water, and electricity, and must ensure proper cleanliness and hygiene of kitchen premises and utensils. Skilled cooks trained by Sindh Food Authority or Pakistan Institute of Tourism and Hotel Management are required. The contractor must maintain stock of dietary items and comply with security clearances from intelligence agencies.
Eligibility criteria include valid registration with FBR, Sindh Revenue Board, Sindh Food Authority, and active GST and NTN status. Bidders must have a minimum of three years catering experience, particularly in cooked food supply to prisons or similar institutions. Submission requires a technical bid with mandatory documents including CNIC copies, firm profile, tax certificates, food authority license, and original bid security of Rs. 1,900,000 in favor of the Inspector General of Prisons Sindh Karachi. The technical bid will be evaluated on a 100-point scale with a minimum passing score of 70 to qualify for financial bid opening.
