Tender Description
The Sindh Prisons & Corrections Service invites bids for the supply of cooked food to inmates of the Special Prison & Correctional Facility Nara Hyderabad for the fiscal year 2026-2027. This procurement is managed by the Inspector General of Sindh Prisons & Corrections Service, Karachi, with the contract execution based in Hyderabad, Sindh.
The scope includes preparation and delivery of three meals daily (breakfast, mid-day, and evening) according to a detailed fortnightly diet menu, including special diets during Ramadan and on national and cultural occasions such as Eid-ul-Fitr, Eid-ul-Azha, Pakistan Day, Independence Day, and Sindh Cultural Day. The contract requires adherence to strict quality, hygiene, and quantity standards, with all food prepared on-site in prison kitchens equipped with modern facilities including tandoors, cold storage, and hygienic cooking appliances. The contractor must ensure supply of fresh, wholesome ingredients as per specifications, including fortified atta, fresh vegetables, meat, poultry, and dairy products.
Eligibility criteria include valid registration with FBR, Sindh Revenue Board, Sindh Food Authority, and active GST and NTN status. Bidders must demonstrate a minimum of three years catering experience, particularly in cooked food supply to institutional clients, and provide financial statements and tax deduction certificates for the last three years. Submission of earnest money (bid security) of Rs. 30,00,000 in the form of pay order, demand draft, bank guarantee, or CDR is mandatory. Technical bids will be evaluated on a 100-point scale with a minimum passing score of 70 required to qualify for financial bid opening.
The tender is published with a submission deadline of 09 June 2026 at 09:30 AM via the SPPRA E-Pak Acquisition & Disposal System (E-PADS). Original bid security and affidavit must be submitted physically to the office of the Inspector General of Sindh Prisons & Corrections Service Karachi before the deadline. Bidders are advised to carefully review the detailed diet specifications, terms and conditions, and ensure compliance with all requirements to avoid disqualification.
A practical tip for bidders is to verify the inclusion of their bid documents and bid security in the E-PADS bid opening list to avoid being treated as non-submitted. Also, ensure all mandatory documents are uploaded in searchable PDF format with proper indexing and signatures. The contract performance security of 3% of the total contract value will be required upon award. The department emphasizes the importance of realistic pricing aligned with market rates and previous contracts to ensure continuity and quality of supply.
