Supply of Cooked Food to the Inmates of District Prison and Correctional Facility Sanghar for 2026-2027

The Inspector General of Sindh Prisons and Corrections Service Karachi invites bids for the supply of cooked food to the inmates of District Prison and Correctional Facility Sanghar for the fiscal year 2026-2027. This procurement is specific to Sanghar city in Sindh province and requires bidders to provide daily three meals including breakfast, mid-day, and evening meals according to a detailed fortnightly diet menu. The scope includes preparation and delivery of cooked food within the prison premises, ensuring hygiene, quality, and adherence to the prescribed diet scale including special diets during Ramazan and on special occasions such as Eid, Pakistan Day, and Independence Day. Bidders must have at least three years of catering experience, valid registrations with FBR, Sindh Revenue Board, Sindh Food Authority, and active tax certificates. The technical bid must include original bidding documents, CNIC copies, firm profile, and proof of financial soundness such as bank statements and income tax deductions for the last three years. A bid security of Rs. 20,50,000 in the form of pay order, demand draft, bank guarantee, or CDR is mandatory and must be submitted both electronically and physically before the deadline. The tender follows the Single Stage Two Envelope Procedure with technical proposals to be submitted and evaluated first. Only technically qualified bidders scoring at least 70 marks will have their financial proposals opened. The deadline for submission is 09 June 2026 at 09:30 AM, with electronic opening at 10:00 AM the same day via the SPPRA E-Pads system. Bidders are advised to verify their bid status on the portal to avoid disqualification. A practical tip for bidders is to ensure all mandatory documents are complete, genuine, and uploaded in searchable PDF format with proper indexing and page numbering. Failure to comply will result in disqualification. Also, bidders should prepare for security clearance of their staff and themselves as per the law and maintain proper hygiene and quality standards throughout the contract period. The contract performance security is 3% of the total contract value and must be furnished within seven days of award. The contract period is from 01 July 2026 to 30 June 2027 with no price escalation allowed during this period.
