Tender Description
The University of Malakand invites sealed bids on a Single Stage - Two Envelope basis under KPPPRA Rules, 2014, from eligible manufacturers, authorised distributors, importers, book sellers, publishers and IT/lab equipment suppliers for the supply of Examination Stationery, Allied Items, Library Books and Project Equipment for the Financial Year 2026-27. The procurement is divided into nine (9) distinct Lots.
Items being procured:
- High-Security Examination Answer/Continuation Books
- Paper & Printing Stationery
- Degree Folders
- Packaging & Dispatch Supplies
- OEM Toners
- RISO Duplicator Consumables
- Library Books covering Cyber Security, Data Science, Multimedia & Gaming, AI, Bioinformatics
- GPU-Enabled Mobile Workstations (Laptop Computers)
- SDR Equipment (NI USRP B210 or Equivalent) & RF Accessories - Project Equipment
This procurement covers a wide range of materials including high-security examination books, various stationery and printing supplies, degree folders, packaging materials, OEM toners, duplicator consumables, specialized library books in advanced technology fields, high-performance laptops, and specialized software defined radio equipment with accessories. Bidders must ensure compliance with technical specifications and provide physical samples as part of the technical bid.
Eligibility criteria include valid FBR/NTN registration and active taxpayer status, KPPRA registration for Lots 1-6, KPPPRA e-Pads registration for Lot 7, OEM or authorised dealer certificates for Lots 5, 6, 8, and 9, a non-blacklisting affidavit, and a minimum of five years relevant supply experience for Lot 7. A 2% bid security of the relevant lot value is required. Full eligibility, technical specifications, and evaluation criteria are detailed in the bidding documents.
The bid security (CDR) is 2% of the bid cost. The bid submission deadline is **14/09/2026 at 10:30 AM**, with technical bid opening on the same day at 11:00 AM in the Committee Room of the University of Malakand.
Bid solicitation documents can be downloaded from EPADS at http://kp.eprocure.gov.pk after publication of this advertisement on the University and KPPRA websites. A non-refundable BSD fee of Rs. 2000 per lot applies. Clarifications can be sought via EPADS during office hours until 5th September 2026. Financial proposals of technically qualified bidders will be opened separately after technical evaluation.
Bidders may quote for one, several, or all lots; each lot will be evaluated and awarded independently. The University reserves the right to reject any or all bids at any stage prior to acceptance under Rule 47 of the KPPPRA Rules, 2014, without assigning any reason or liability.
A practical tip for bidders is to ensure timely registration on the EPADS portal and to prepare physical samples carefully as per technical specifications to avoid disqualification during the technical evaluation phase.
