Tender Description
The Regional Directorate of Special Education & Rehabilitation Centers, Department of Empowerment of Persons with Disabilities, Government of Sindh, Karachi, invites bids for the supply of furniture, computer equipment, instruments, machinery, and other related equipment for the Government Special Education & Rehabilitation Center located in Korangi, Karachi. This procurement is part of the ADP scheme for the construction, reconstruction, and rehabilitation of the center. The scope includes a wide range of items such as ply wood chairs, student tables, multipurpose storage racks, giraffe-shaped book racks, wall-mounted whiteboards, desktop PCs with accessories, sewing machines, gas-operated tandoor ovens, and other specialized furniture and equipment for various halls and labs including play group, kindergarten, classrooms, art hall, science lab, computer lab, vocational hall, kitchen, dining hall, principal office, admin office, waiting hall, teaching staff rooms, and conference hall. Bidders must be registered with the relevant tax authorities and appear on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB). Valid PEC registration in category C-4 with specialized codes EE09 and ME01 is mandatory. The tender requires submission of a 5% bid security in the form of pay order, demand draft, or bank guarantee valid for 28 days beyond the bid validity period of 90 days. Technical and financial bids must be submitted separately through the official SPPRA e-procurement system (EPADS) by 2:00 pm on 21st May 2026. The technical bids will be opened on the same day at 3:00 pm in the presence of bidders who wish to attend. The financial bids of technically qualified bidders will be opened later as announced by the procurement committee. Bidders are advised to carefully review all mandatory documents and eligibility criteria as non-compliance will lead to disqualification. It is recommended to submit all required documents and bid security along with the technical proposal through EPADS and also provide a hard copy at the time of technical bid opening. No amendments or additional documents will be accepted after submission. The earnest money and bid security must be clearly indicated and valid. The procurement process follows the Sindh Public Procurement Rules 2010 (amended up-to-date) and the World Bank Standard Bidding Documents for National Competitive Bidding. Bidders should ensure that all rates are quoted in both words and figures, and all pages of the bidding documents are signed and stamped. A practical tip for bidders is to ensure timely submission through EPADS and to verify all mandatory documents and certificates beforehand to avoid disqualification. The department encourages bidders to give their best and final prices as no negotiations are expected. This tender offers a significant opportunity for suppliers experienced in providing specialized educational and rehabilitation equipment in Karachi and Sindh province. The submission deadline and bid opening dates are fixed and strictly enforced. Interested parties should visit the official SPPRA website to download bidding documents and submit their bids accordingly.
