Tender Description
The Department of Empowerment of Persons with Disabilities (DEPD), through its Regional Directorate of Special Education & Rehabilitation Centers Hyderabad at Kotri, invites bids for the supply of furniture, instruments, equipment, and physiotherapy goods for the Special Education & Rehabilitation Complex at Tando Muhammad Khan, Sindh. This procurement is part of the development scheme for the Establishment of the Special Education & Rehabilitation Complex (ADP No. 690/2025-26).
The scope includes a wide range of items such as classroom furniture including chairs and tables, office furniture like executive chairs and cupboards, IT equipment including branded desktop computers and printers, medical and physiotherapy equipment such as electrotherapy units, exercise bikes, and rehabilitation tools. The procurement also covers Montessori class materials and occupational therapy equipment designed to support special education and rehabilitation services.
Eligible bidders must possess valid PEC registration in category C-4 with specialization EE09, be registered with FBR and GST, and be on the Active Taxpayers List (ATL). Experience with government or semi-government organizations in similar supply contracts over the last three years is required. Bidders must submit a complete technical bid including earnest money in the form of a 5% bid security of the total bid amount. The technical evaluation will be based on criteria such as company profile, certifications, delivery schedule, and conformity to specifications.
Bids must be submitted electronically through the SPPRA-EPADS portal and accompanied by a non-refundable tender fee of PKR 5,000. The deadline for submission and opening of bids will be as per the EPADS-SPPRA schedule, with bids opened at the office of the Regional Director Hyderabad. The procuring agency emphasizes timely submission and compliance with all bidding document requirements to avoid disqualification.
A practical tip for bidders is to ensure that all mandatory documents, including CNIC copies, tax certificates, PEC registration, and manufacturer authorizations, are complete and properly signed on each page. This will facilitate smooth technical evaluation and prevent rejection on technical grounds. Bidders should also carefully review delivery schedules and ensure their capacity to meet the timelines specified in the Schedule of Requirements.
This procurement offers a significant opportunity for suppliers specializing in educational, medical, and office equipment to contribute to an important social development project in Sindh. The department encourages competitive and transparent bidding in line with the Sindh Public Procurement Rules and World Bank standards.
