Tender Description
The Science Technology and Information Technology Department of the Government of Khyber Pakhtunkhwa is procuring electricity generators for the establishment of Citizen Facilitation Centers (CFCs) across multiple divisional headquarters including Bannu, Kohat, Mardan, DI Khan, Abbottabad, and Peshawar. This procurement is specific to the supply, installation, and commissioning of diesel generators with rated capacities of 50 kVA and 75 kVA, sourced from reputed manufacturers such as Cummins, Perkins, FG Wilson, or Caterpillar. The generators must comply with international standards including ISO 8528 and IEC 60034, and feature advanced safety and remote monitoring capabilities. Installation includes foundation construction, earthing, power wiring, distribution wiring, commissioning, load testing, and training of field staff.
Eligible bidders must be registered firms with legal presence in Pakistan, registered with FBR and KPRA, and must provide documentary proof including OEM authorization, financial audits showing average revenue exceeding PKR 200 million over the last three years, and experience in supplying generators of similar nature. The tender requires submission of an original Call Deposit Receipt (CDR) of 2% earnest money, with a performance security of 10% to be submitted by the successful bidder. The bid validity period is 90 days from submission.
Key dates include a pre-bid meeting on April 16, 2026, at 02:00 PM, with proposals due by April 28, 2026, at 02:00 PM, and opening at 02:30 PM the same day. All proposals must be submitted electronically via the E-PADS portal (https://kp.eprocure.gov.pk), with original CDRs submitted in hard copy. The submission address for queries and bid opening is the Project Director, Citizens Facilitation Centers, 1st Floor, Roidar Shah Plaza, Nishterabad, Peshawar.
A practical tip for bidders is to ensure strict compliance with the technical specifications and submission requirements, especially the timely uploading of all required documents on the E-PADS portal and submission of the original CDR in hard form. Failure to meet these requirements will lead to disqualification. Additionally, bidders should prepare for the technical presentation phase, as only firms passing the initial screening will be invited to present their solutions.
