Tender Description
The Multan Electric Power Company (MEPCO) is inviting qualified consultants to submit proposals for a comprehensive study on the technical and financial impacts of distributed solar photovoltaic (PV) integration on distribution utility operations and infrastructures in Multan, Punjab. This consultancy aims to assess the challenges and opportunities presented by increasing penetration of distributed solar PV systems across residential, commercial, and industrial consumer categories. Items being procured:
- Hiring of consultancy services for the study on technical and financial impact of distributed solar photovoltaic (PV) integration on distribution utility operations and infrastructures (1 job)
The study will cover detailed technical assessments including hosting capacity analysis at feeder, transformer, and phase levels; evaluation of voltage fluctuations, reverse power flow, protection coordination, transformer loading, power quality disturbances, and load forecasting impacts. It will also analyze financial impacts on utility revenue, tariff structures, cost recovery, and propose innovative financial tools and policy instruments. Additionally, the study will review policy and regulatory frameworks, including NEPRA and PPIB guidelines, and benchmark global best practices for DG integration. Off-grid solar PV installations and their impact on utility operations will also be assessed. The consultancy requires a multidisciplinary team with expertise in power systems, economics, tariff design, and GIS analytics. The assignment duration is 140 days from commencement.
Eligible bidders must be registered with Pakistan Engineering Council (PEC), have FBR/NTN registration, and demonstrate experience in distribution planning, hosting capacity analysis, renewable energy integration, and power system studies. Bid security in the form of pay order, bank guarantee, or bid securing declaration is mandatory. Proposals must be submitted electronically via EPADS v2.0 by 8th September 2026 at 11:00 AM, with financial proposals opened subsequently. Manual submissions will not be accepted.
