Tender Description
The Lahore Electric Supply Company (LESCO) through its Material Management Department is procuring an Asset Performance Management System (APMS) for distribution transformers of various ratings including 25kVA, 50kVA, 100kVA, 200kVA, 400kVA, and 630kVA to be installed on 146 high AT&C loss feeders. This procurement is planned for the financial year 2026-27 and aims to enhance the monitoring and management of distribution transformers to reduce losses and improve efficiency.

- APMS units for 25kVA (various quantities per lot)
- APMS units for 50kVA
- APMS units for 100kVA
- APMS units for 200kVA
- APMS units for 400kVA
- APMS units for 630kVA
- Various sizes of S/C Aluminum Power Cables (400 mm², 300 mm², 240 mm², 120 mm², 70 mm², 25 mm²) PVC/PVC insulated
- PG connectors for cables of various sizes
- Complete installation of electrical items and accessories essential for a fully functional system
The scope includes supply, installation, configuration, testing, and commissioning of the APMS along with all allied materials and services as a complete end-to-end solution. The APMS must comply with PPMC-DS-01:2026 specifications and relevant IEC standards. The system will integrate with the Meter Data Management (MDM) system of PITC initially, with provisions for future integration with LESCO's own MDM. Communication modules must be PTA approved, supporting 4G/2G with automatic fallback. Security of data and cyber protection measures are mandatory, including encryption and protection against DDoS attacks.
Eligibility criteria require bidders to be registered manufacturers with LESCO/DISCOs/NTDC/WAPDA in relevant categories, with at least two years of manufacturing experience and valid prototype approvals or undertakings for prototype approval. Bidders must comply with FBR tax requirements and provide all required documentation including bid security, performance guarantees, and integrity pacts.
Key dates include a bid submission deadline of **July 28, 2026, 10:30 AM** via EPADS v2.0, with bid opening at 11:00 AM the same day. Manual submissions are not accepted. The delivery schedule mandates fifty percent delivery within 120 days of purchase order issuance and commissioning within 60 days thereafter, with the balance delivered and commissioned within 180 and 240 days respectively.
