Tender Description
The Pakistan Military Accounts Department (PMAD) is procuring IT equipment specifically for the AIMS project across multiple locations in Pakistan including Rawalpindi, Lahore, Karachi, Quetta, Peshawar, Multan, Gilgit, Abbottabad, and others. This procurement covers a comprehensive range of IT goods including UPS systems (6 KVA and 3 KVA), Microsoft Office software licenses, scanners, network manageable switches, LAN nodes with cables and accessories, and electrification work for UPS installations.
The technical scope includes supply and installation of pure sine wave UPS with built-in AVR and surge protection, Microsoft Office LTSC 2024 licenses for domain environments without internet access, high-resolution book scanners with 3-year OEM warranty, enterprise-level Layer 3 manageable network switches with advanced routing and security features, and provision and installation of LAN nodes with Corning/Schneider or equivalent components. Electrification work involves wiring, installation of DB panels, MCBs, changeover switches, and cable management systems with branded components and 3-year OEM warranty.
Eligible bidders must be registered with SECP or have Form-C issued by registrar of firms, provide manufacturer authorization letters, and submit affidavits confirming no blacklisting or legal disputes. Experience of at least 3 years in similar projects and a financial turnover exceeding PKR 50 million supported by audited financial statements is mandatory. Bidders must also be authorized service partners or OEMs of the respective brands in Pakistan.
The submission deadline is **Tuesday, May 12, 2026 at 10:30 AM** via the EPADS v2.0 online portal. Hard copies of bid security must be submitted physically to the PMAD office in Rawalpindi before the deadline. The technical and financial bids will be evaluated on a Quality and Cost Based Selection (QCBS) basis with a minimum technical score of 70% required to qualify for financial evaluation.
A practical tip for bidders is to ensure complete compliance with the technical specifications and submission formats as incomplete or non-compliant bids will be rejected without further discussion. Early registration on EPADS v2.0 and careful preparation of bid security documents will help avoid disqualification. Bidders should also prepare for professional level training and installation support as part of the contract obligations.
