The technical scope includes supply of brand new medicines with minimum shelf life requirements, proper packaging, and compliance with national and international standards including GMP and DGDP registration. Inspection will be conducted by PNMSD and consignees at Karachi and Islamabad. Delivery period is from 1st July 2027 to 30th June 2028 on a supply order basis.
Eligibility criteria require firms to be registered with DGDP or willing to register, possess valid licenses, GMP certificates, and be on the Active Taxpayers List (ATL) of FBR. Earnest money must be submitted as per category with a Call Deposit Receipt in favor of CMA (DP), Rawalpindi. Bids must be submitted in three sealed envelopes: Technical Offer (duplicate sets), Earnest Money, and Commercial Offer.
The tender follows a Single Stage Two Envelope bidding procedure. Technical offers will be evaluated first; only technically accepted firms will have their commercial offers opened. The validity of offers must be at least 120 days from the date of commercial opening.
Bids must reach the Directorate of Procurement (Navy), Naval Residential Complex, Sector E-8, Islamabad, by 22 October 2026 at 1030 hours. Late bids will not be entertained. Bidders should ensure compliance with all instructions to avoid rejection. A practical tip for bidders is to carefully prepare the technical offer with all required documents and ensure earnest money is submitted in a separate sealed envelope to avoid disqualification.
This procurement offers a significant opportunity for qualified pharmaceutical suppliers to serve the Pakistan Navy with essential medicines under transparent and regulated conditions.
