Tender Description

The Directorate of Procurement (Navy) invites qualified suppliers to submit tenders for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is managed through Bahria Gate, near SNIDS Centre, Naval Residential Complex, Rawalpindi. Items being procured include various stores, equipment, and services required by the Navy, with specific details provided in the tender documents. Bidders must submit their proposals in a sealed envelope containing three sealed envelopes: Sealed Envelope 1 for Technical Offer in duplicate, Sealed Envelope 2 for Earnest Money, and Sealed Envelope 3 for Commercial Offer. The technical offer must include documents such as bank challan for Rs. 200/- or Rs. 300/- depending on registration status, DP-1 and DP-2 forms with compliance remarks, manufacturer authorization letters, price lists, DGDP registration letters, tax proof, and affidavits if applicable. The earnest money must be submitted separately as per instructions. The commercial offer should clearly indicate prices in figures and words, including taxes, duties, freight, insurance, and other charges. The tender process follows PPRA Rules 2004 and DPP&I-35 (Edition 2024). Only firms registered or willing to register with DGDP and possessing requisite technical and financial capabilities are eligible. Earnest money and bid security requirements vary based on firm registration status. Tender documents must be sealed and addressed to the Directorate of Procurement (Navy) at Bahria Gate, Rawalpindi. The deadline for receipt of tenders is specified in the Schedule to Tender (Form DP-2). Late submissions will not be entertained. Tender opening will be conducted as per schedule, with only authorized representatives allowed to attend. A practical tip for bidders is to ensure all technical and commercial documents are properly marked, signed, and submitted in the correct envelopes to avoid disqualification. Familiarity with PPRA rules and DGDP registration requirements will enhance compliance and chances of success.
