Tender Description

The Directorate of Procurement (Navy) invites qualified firms to submit tenders for the supply of stores, equipment, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is managed through the Directorate of Procurement (Navy) located near SNIDS Centre, Naval Residential Complex, Rawalpindi. Items being procured: - Stores - Equipment - Services The tender requires submission of three sealed envelopes: one containing the Technical Offer in duplicate, one with Earnest Money, and one with the Commercial Offer. The Technical Offer must include documents such as Bank Challan for Rs. 200/- or Rs. 300/- depending on registration status, DP-1 and DP-2 forms with compliance remarks, manufacturer authorization and price lists where applicable, DGDP registration letter, tax filing proof, and affidavits for provisional registration if not registered with DGDP. Earnest Money must be submitted separately as per instructions. The Commercial Offer should include the firm's commercial offer, principal invoice if applicable, and duly filled DP-2 form. The tender process follows PPRA Rules 2004 and DPP&I-35 (Edition 2024). Firms must be registered or willing to register with DGDP and possess requisite technical and financial capabilities. Offers must be valid for 120 days from the date of commercial offer opening. Earnest Money and Bid Security requirements apply as per the tender documents. Tender documents must be sealed and submitted to the Directorate of Procurement (Navy) through Bahria Gate, Rawalpindi. The deadline for receipt of tenders is 7 days from the publish date, with late submissions not entertained. Tender opening will be conducted as per schedule, with technical offers opened first followed by commercial offers for technically accepted bids. A practical tip for bidders: Ensure all technical and commercial documents are complete, properly signed, and sealed in separate envelopes clearly marked as Technical and Commercial proposals. This prevents disqualification due to procedural errors and facilitates smooth evaluation.
