Tender Description
The Trade Development Authority of Pakistan (TDAP, HQ Karachi) invites reputable and experienced consultancy firms to submit proposals for an independent Third-Party Impact Assessment of the 4th International Food & Agriculture Exhibition of Pakistan (FoodAg Pakistan 2026), scheduled from 23–26 November 2026 at Expo Centre Karachi. This consultancy assignment involves a comprehensive evaluation of the entire event lifecycle, including pre-event planning, exhibition delivery, business outcomes, stakeholder satisfaction, media impact, international benchmarking, and post-event momentum.
Items being procured:

- Exhibition Delivery & On-Ground Execution assessment covering physical setup, inauguration, daily operations, Global Cuisine Show, Gala Dinner, seminars, regulatory dialogues, and factory visits
- Business & Trade Outcomes analysis including B2B meetings volume and quality, confirmed and projected business by sector, new market linkages, and sector-specific performance
- Stakeholder Experience & Satisfaction surveys and feedback from exhibitors, buyers, government counterparts, media, and TDAP staff
- Media, Branding & Outreach Impact evaluation including media coverage, social media engagement, influencer impact, and brand elevation
- Comparative Benchmarking against leading international agro-food exhibitions on multiple quality and performance dimensions
- Post-Event Momentum assessment of follow-up actions and pipeline conversion potential
The consultancy requires a robust mixed-methods approach including desk reviews, on-site data collection, surveys, interviews, focus groups, quantitative analysis, and benchmarking. Eligibility criteria include registration with FBR, SECP, and relevant provincial tax authorities, active tax payer status, no conflict of interest, and no blacklisting. The procurement will follow a Single Stage-Two Envelope procedure with Quality and Cost Based Selection (QCBS). Bids must be submitted online via EPADS v2.0 by 11:00 AM on September 28, 2026, with bid security and a non-refundable document fee. Manual submissions will not be accepted.
Technical scope covers detailed assessment of all event components, data collection tools, sampling frameworks, and delivery of inception, interim, draft, and final reports along with presentations and clean datasets. The contract includes milestone-based payments tied to report approvals and data collection completion.
Interested bidders should ensure compliance with all eligibility and submission requirements. One practical tip: register early on EPADS v2.0 and carefully prepare your technical and financial proposals to meet the QCBS evaluation criteria and avoid disqualification due to incomplete documentation or late submission.
