Tender Description

The Ministry of Planning, Development & Special Initiatives (Projects Wing) Islamabad is seeking to pre-qualify reputed firms, joint ventures, consortia, and individual consultants for Third Party Monitoring, Evaluation, Validation, Inspection, and Design Review (TPM/E/V/I/DR) of Public Sector Development Programme (PSDP) projects for the financial year 2025-26. This initiative aims to ensure transparency, accountability, and quality execution of PSDP projects across multiple sectors including infrastructure, social, and production sectors nationwide. Items being procured: - Third Party Monitoring - Evaluation - Validation - Inspection - Design Review The scope covers a wide range of PSDP projects such as construction of dams, irrigation, railways, bridges, highways, airports, energy projects including nuclear, hydro, solar, wind, transmission and distribution systems, housing, IT, telecommunication, solid waste management, marine infrastructure, drinking water supply, health, education, science & technology, social welfare, sports, climate change, agriculture, forestry, fisheries, livestock, industries, and minerals. The technical scope requires firms to conduct inception reports, field visits, data collection, analysis, draft and final reports with actionable recommendations. The evaluation includes operational, financial, technical, institutional sustainability, environmental sustainability, gender responsiveness, and impact assessments. Use of digital, GIS, and dashboarding tools is mandatory. Eligibility criteria include minimum 10 years' experience for firms (5 years for social sector), registration with SECP or relevant authority, FBR registration and ATL status, qualified professional teams, ISO certifications, and non-blacklisting declarations. Individual consultants must have at least 10 years' relevant experience and similar registrations. The deadline for submission is 21st July 2026 at 1400 hours. Proposals must be submitted through EPADS/PPRA portal with a hard copy delivered to the Ministry's office in Islamabad. The submission must clearly indicate the relevant sector/sub-sector on the envelope. Earnest Money or CDR requirements are not specified but compliance with PPRA rules is mandatory. A practical tip for bidders: Ensure your technical proposal is comprehensive, clearly aligned with the Terms of Reference, and supported by documentary evidence including past project completion certificates and audit reports. Early submission via EPADS is recommended to avoid last-minute issues. Hard copies should be properly indexed and signed to avoid disqualification.
