Tender Description
The Universal Service Fund Company, based in Islamabad, is procuring Third-Party services for compliance and support related to Tax Services. This tender invites capable firms, companies, or associations of persons registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax to submit bids for a comprehensive tax compliance and advisory contract.
Items being procured:
- Preparation of annual income tax returns and computation of tax liability
- Filing and e-filing of monthly sales tax returns for USF Company
- Preparation and filing of withholding tax statements for income and sales tax
- Preparation and filing of provincial sales tax returns
- Monthly review of income and sales tax withheld from vendor payments
- Attendance and representation in assessment and audit proceedings
- Responding to statutory notices and preparing required documentation
- Handling existing tax cases and pursuing deregistration of sales tax registration
- Renewal of exemption certificates and recognition under Income Tax Ordinance
- Calculation of withholding tax on employee salaries and preparation of PSIDs
- Providing updates and education on changes in tax laws
- Assisting USF lawyers in tax-related legal matters
- Monthly bulletins on tax law changes
- Call out services including drafting grounds of appeal and representation before appellate authorities
The scope covers detailed tax compliance services for USF Company and USF Employees Gratuity Fund, including preparation, filing, audit support, and legal assistance. The bidder must have a minimum of three qualified tax professionals registered with relevant Tax Bar Associations and maintain fully functional offices in Islamabad. Registration with FBR and presence on the Active Taxpayer List (ATL) are mandatory. Experience with tax matters in public and private sectors, especially telecom, is required.
The bid security is PKR 50,000 in the form of CDR/Pay Order/Demand Draft payable to Universal Service Fund. Bids must be submitted electronically via e-PADS v2.0 with original bid security delivered to the USF office in Islamabad by 11:00 AM on 12th August 2026. Technical and financial proposals will be opened at 11:30 AM the same day.
A practical tip for bidders: Ensure your technical proposal is fully compliant with all clauses and includes signed and stamped documents as incomplete bids will be rejected. Attach the bid security scan on e-PADS and submit the original on time to avoid disqualification. Familiarity with e-PADS v2.0 and early submission is advised to mitigate technical issues.
