Tender Description
This tender invites qualified consultancy consortia to provide Transaction Advisory Services (TAS) for a high-rise mixed-use commercial development project in Islamabad under the Railway Estate Development and Marketing Company (REDAMCO). The assignment covers comprehensive consultancy including technical planning, feasibility studies, transaction structuring, and assistance in developer selection for Pakistan Railway properties.
The scope involves three major phases: Project Technical Planning, Project Feasibility Study, and Transaction Advisory. The consultancy will conduct land use assessments, master planning, environmental and social impact studies, financial modeling, and develop marketing and bidding strategies. The project demands expertise in real estate development, PPP models, legal and regulatory frameworks, and marketing strategies tailored to Pakistan's urban development context.
Consortia must meet strict eligibility criteria including FBR registration, consortium composition of four specialized firms (financial, legal, technical/engineering, marketing), and must not be blacklisted. PEC category compliance and active taxpayer status are mandatory. The consultancy fee is set at PKR 10 million with a bid validity of 120 days. The project aligns with the 2025-26 fiscal requirements and mandates submission of bid security and performance security.
Proposals must be submitted via E-PADS by the deadline of 26th March 2026 at 2:00 PM, with technical and financial proposals in separate sealed envelopes. The opening of technical proposals will follow at 2:30 PM. Physical delivery of original bid security and one copy of the proposal is required at REDAMCO's office in Islamabad. The address for submission is 1st Floor, Corporate Office I-11/1, Islamabad.
