Transaction Advisory Services for Establishment of 300 Early Childhood Care & Education Centers in Sindh

The School Education & Literacy Department, Government of Sindh, invites qualified firms, consortia, or joint ventures to submit proposals for transaction advisory services to support the establishment of 300 Early Childhood Care & Education (ECCE) Centers across Sindh under a Public-Private Partnership (PPP) mode. This project aims to strengthen ECCE by implementing modern and child-friendly learning environments within existing government model schools. Items being procured: - Transaction advisory services for establishment of 300 ECCE centers The scope includes structuring, documenting, and facilitating the PPP transaction, preparation of procurement and concession documents, financial structuring, risk allocation, KPIs, and support throughout procurement and contract award processes. The advisory services will ensure compliance with the Sindh Public Procurement Rules and PPP regulations. Eligibility criteria include firms with relevant experience in PPP advisory, financial management, and procurement. Bidders must submit a Technical Proposal along with a Bid Security of PKR 1,000,000 issued by a scheduled bank in favor of the Senior Director PPP Node, School Education & Literacy Department, Government of Sindh. The Bid Security must be valid for 28 days beyond the bid validity period. The pre-bid conference is scheduled for 11th September 2026 at 15:00 hours at the Committee Hall, SE&LD, 4th Floor PNSC Building, M.T. Khan Road, Karachi. Technical proposals must be submitted by 27th October 2026 at 15:30 hours. Proposals will be opened on the next business day if the deadline falls on a public holiday.
