Transaction Advisory Services for Establishment of 300 Early Childhood Care & Education Centers in Sindh under Public-Private Partnership

The Public Private Partnership Node of the School Education & Literacy Department, Government of Sindh, Karachi, invites qualified firms and consortia to submit proposals for Transaction Advisory Services for the establishment of 300 Early Childhood Care & Education (ECCE) Centers across Sindh under a Public-Private Partnership model. This consultancy aims to support the Government of Sindh in structuring, documenting, and facilitating a transparent and competitive PPP transaction for engaging qualified Educational Management Organizations (EMOs) or private entities to establish, operate, and manage these centers under six-year concession agreements. Items being procured: - Project structuring, educational policy review, packaging and financial structuring - Preparation of procurement and contract documents including RFP, concession agreements, KPIs, and performance frameworks - Stakeholder consultation, market sounding, and procurement process management - Support during negotiation, commercial close, and contract award - Assistance with conditions precedent, financial close, and effective date support - Performance management, contract administration, and implementation support - Knowledge transfer and capacity building including training and development of manuals The scope includes reviewing existing ECCE policies, developing institutional frameworks, financial models, risk allocation, and preparing bidding documents. The consultant will also assist in market engagement, bid evaluation, contract negotiations, and capacity building of government officials. Eligible bidders must have relevant experience in PPP transaction advisory services, demonstrate financial capability, and propose qualified key professional staff including PPP transaction specialists, financial experts, procurement experts, ECCE education specialists, and others as per the RFP. The bidding process will be conducted through National Competitive Bidding using a single-stage, two-envelope Quality and Cost Based Selection method. Bids must be submitted electronically via the SPPRA e-procurement system by 15:00 hours on 2nd October 2026. A pre-bid conference is scheduled for 11th September 2026 at 15:00 hours at the PPP Node office in Karachi. Bid security of PKR 1,000,000/- in the form of pay order, demand draft, or bank guarantee is required. Hard copies of bid security must be submitted by the deadline at the PPP Node office. Bidders are advised to carefully review the detailed Terms of Reference and eligibility criteria in the RFP document. The Procuring Agency reserves the right to reject any or all bids or cancel the bidding process at any time prior to acceptance. A practical tip for bidders: Ensure timely submission of the original bid security in a sealed envelope at the specified address before the deadline, as failure to do so will result in disqualification even if the electronic bid is submitted on time.
