Transportation Services for Coal from Thar Coal Mines to 660MW CFPP Jamshoro

Jamshoro Power Company Limited invites bids for transportation services on aggregate charge Rs. per metric ton basis for the transportation of coal from Thar Coal Mines to the 660MW Coal Fired Power Plant (CFPP) Jamshoro in compliance with environmental guidelines. Items being procured: - Transportation of coal from Thar Coal Mines to 660MW CFPP Jamshoro The scope includes providing transportation services based on aggregate charges per metric ton for coal delivery. Bidders must comply with environmental standards and ensure timely and safe transportation. Eligibility criteria require bidders to have a valid NOC from SEPA/Road Transport Authority, registration with Sindh Revenue Board as an active taxpayer, and must not be debarred or blacklisted. Documentary evidence must be submitted accordingly. Bidding will follow the Single Stage-Two Envelope procedure as per PPRA rules, with evaluation based on Quality and Cost Based Selection (QCBS) to select the most advantageous proposer/bidder. Submission is mandatory electronically through EPADs, with one hard copy to be submitted to the Office of Chief Technical Officer/Chief Engineer, 660 MW CFPP Jamshoro for reference only. The bid submission deadline is on or before 11:30 hrs on 18th September 2026, with bid opening at 12:00 hrs the same day. Bid security of PKR 5,000,000 (Five Million Rupees) is required. Bid validity is 90 days after bid opening. JPCL reserves the right to reject any bid prior to award following Rule-33 of Public Procurement Rules-2004.
