Up-gradation of 30 Unmanned Level Crossings into Manned Level Crossings on Shahdra Bagh - Sangla Hill and Faisalabad - Shorkot Sections (Lahore Division)

The Chief Engineer/ Open Line (Pakistan Railways) invites bids for the Up-gradation of thirty (30) unmanned level crossings into manned level crossings on Shahdra Bagh - Sangla Hill and Faisalabad - Shorkot sections within the Lahore Division. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage-Two Envelope bidding process using Least Cost Based Selection (LCBS) technique. Items being procured include extensive civil, track, signal, and electrical works such as providing and laying sub-base course (72000 cft), base course (72000 cft), plant premix bituminous carpet (144000 sqft), bituminous priming coat (144000 sqft), road edging (6000 ft), carriage of materials (14400000 cft), structural excavation (8229000 cft), cement concrete with brick ballast (18919.11 cft), cement concrete plain (21000 cft), fabrication and erection of steel works, wooden and steel shuttering, painting of guard bars and gates, reinforced cement concrete, mild steel reinforcement, plastering, brick works, cutting rails, bolts and nuts, drilling holes, damp proof course, panelled doors, steel windows, tiles, white washing, deodar wood doors, earth work, supply and installation of 1.5 kW solar systems with accessories, electrical wiring, check rails, bolts, washers, sleepers, spikes, ballast, signal equipment, and various other railway infrastructure components. The technical scope covers civil works, permanent way works, signaling, and electrical installations at the Pakistan Railway Headquarters Office in Lahore. Bidders must be registered with PEC in financial category CA (no limit) and relevant disciplines, possess valid FBR registration, and demonstrate at least 10 years of construction experience with relevant infrastructure projects valued at a minimum of PKR 500 million. Joint ventures are allowed with specific qualification criteria. Key dates include a pre-bid meeting on September 29, 2026, and bid submission deadline on October 12, 2026, at 10:30 AM via the EPADS v2.0 e-procurement portal. Manual bids will not be accepted. Bidders must submit bid security in the form of Call at Deposit or Bank Guarantee. The performance guarantee required is 10% of the contract price.
