Up-gradation of Drainage System of Larkano City

The Public Health Engineering Division-I Larkano, Government of Sindh, invites electronic bids from eligible Joint Ventures comprising one Contractor and one Engineering Consultant for the Up-gradation of Drainage System of Larkano City. This procurement is conducted under the Sindh Public Procurement Act, 2009 (Amended) and Sindh Public Procurement Rules, 2010 (Amended) through a Single Stage – Two Envelope Procedure. Items being procured: - Construction of surface drains - RCC covered nala 2.5' wide - Collecting tanks (30 ft diameter, 2 Nos) - Screening chamber (5'x8') - Pump houses (18'x16', 2 Nos) - Compound walls (200'x200') - Staff quarters (hut type) - Rising main 500mm diameter - Paver blocks - Pumping machinery (various HP sets) - Diesel generators (150 KVA, 200 KVA, 250 KVA) - Solar energy systems for motors ranging from 20 HP to 80 HP - Repair of various disposal works - Restoration of roads - Repair work of existing nala and sewer lines - PE pipe lines and fittings The technical scope includes extensive civil, mechanical, and electrical works involving excavation, concrete works, brickwork, pipe laying, pumping machinery installation, solar power systems, and repair and restoration of existing drainage infrastructure. The project is funded under ADP 2026-2027 (ADP# 2824). Eligibility criteria require valid PEC registration in category CA with specified profile codes for both contractor and consultant, valid NTN and Sindh Revenue Board registration, valid Electrical Inspector License from Sukkur region, AEDB certificate, and ISO certifications (9001:2015, 45001:2018, 14001:2015). Bidders must have completed similar works costing at least 80% of the estimated cost or two works each costing 50% in the last five years. Financial turnover and audited statements for the last three years are mandatory. Bids must be submitted electronically through the SPPRA EPADS portal only; manual submissions are not accepted. The bid security is 5% of the quoted bid amount in the form of Pay Order or Bank Guarantee. The bidding document fee is Rs. 10,000 non-refundable. The technical bid submission deadline is 28 August 2026 by 10:00 a.m., with opening at 10:30 a.m. Financial bids of technically qualified bidders will be opened later. The contract duration is 12 months from the date of commencement. Performance security of 10% of the contract amount is required. The procuring agency reserves the right to reject any or all bids as per Sindh Public Procurement rules.
