Tender Description
The Centre for Excellence for China Pakistan Economic Corridor (CoE-CPEC) under the Pakistan Institute of Development Economics (PIDE) in Islamabad is procuring comprehensive up-gradation and renovation works for its office space located at the 3rd floor of PIDE. This project involves civil works including dismantling, masonry, plastering, flooring, painting, and installation of aluminium glazed partitions and doors. Additionally, the scope includes electrical wiring, lighting fixtures, and provision of HVAC and facility management services to ensure a modern, functional office environment.
The technical scope covers removal of existing fixtures, RCC cutting, brick and block masonry, reinforced concrete works, installation of aluminium windows and doors, gypsum and false ceilings, flooring with porcelain and ceramic tiles, woodwork including doors and louvers, sanitary fittings, plumbing with PPRC and PVC pipes, and electrical installations including cables, switches, circuit breakers, and air conditioning units. The project also includes the erection of a pre-engineered structure for a state-of-the-art conference room.
Eligible bidders must possess valid PEC registration in relevant categories, NTN and GST registration with proof of ATL, and demonstrate experience with similar projects preferably above Rs. 30 million. Financial soundness with an average annual turnover of at least Rs. 50 million for the last three years is required. Submission of earnest money in the form of CDR or bid securing declaration is mandatory. Bidders should be registered on EPADS v2.0 and submit bids electronically by the deadline.
The bid submission deadline is Tuesday, May 12, 2026 at 11:00 AM, with bid opening at 11:30 AM on the same day via EPADS. The contract will be awarded based on Least Cost Based Selection (LCBS) technique. The contract duration is 27 days from commencement. Bidders are advised to carefully review the bidding documents, attend the pre-bid meeting on May 5, 2026 at 11:00 AM at the Centre of Excellence for CPEC, PIDE, and ensure timely submission of all required documents including technical and financial bids.
A practical tip for bidders is to ensure thorough site visits and detailed understanding of the scope to prepare accurate cost estimates and avoid non-compliance. Early registration on EPADS and familiarization with the e-bidding process will facilitate smooth submission. Proper documentation of PEC category, financial capacity, and past experience certificates will strengthen the bid. Strict adherence to bid security requirements and timely submission will prevent disqualification.
