Procurement of Video Mixer 2/ME with All Accessories & Allied Equipment

Pakistan Television Corporation Limited (PTVC) invites sealed bids under PPRA Rule 36(c) - Two Stage Bidding Procedure for the procurement of VIDEO MIXER 2/ME, WITH ALL ACCESSORIES & ALLIED EQUIPMENT under the PSDP project 'Revamping of PTVC' in Islamabad. Items being procured: - Video Mixer 2/ME (HD-SDI) with separate Control Panel, Qty 07 The technical scope includes a video mixer with a dedicated hardware control panel featuring at least 20 illuminated cross-point buttons per M/E row, capable of displaying source names via integrated OLED/LCD/LED technology with a minimum display capacity of 8 characters. The system uses broadcast-grade hardware switching architecture with FPGA and/or ASIC-based real-time video processing, supporting 3G/HD-SDI 1080p operation with UHD/4K readiness, tri-level sync, and black burst reference support. The base unit provides a minimum of 24 active 3G/HD-SDI inputs without requiring additional software licenses, expandable through manufacturer-supported options. Additional features include AUX SDI outputs, multiple DVEs channels supporting PIP, scaling, cropping, and other effects, integrated GPIO/Tally, Ethernet control interfaces, redundant power supplies, and compatible aux panel with minimum 16 buttons. After-sales support includes active technical support and firmware updates for 3-5 years. Eligibility criteria require OEM authorization, NTN/Sales Tax registration, compliance with SMPTE/ITU/EBU standards, and submission of bid security of Rs.1,120,000. Bidders must submit company profiles, certificates, and compliance sheets. Payment will be made through irrevocable Letter of Credit (IRLC) at sight. The bidder must provide 10% bank guarantees against shipment and 5% performance guarantee at delivery. Supply must be completed within 8-12 weeks of Letter of Credit issuance. The tender submission deadline is 1100 Hours on Wednesday, October 28, 2026, at the office of the Chairman, Senior Tender Committee, PTV Headquarters Office, Constitution Avenue, F-5/1, Islamabad. Technical proposals will be opened at 1130 Hours the same day in the presence of bidders or authorized representatives. Financial proposals will be invited at Stage 2 from pre-qualified firms only.
