Tender Description
The Physical Planning and Housing Department Azad Jammu and Kashmir invites bids for two important projects in Kotli city. The first project involves the improvement of water quality through slow sand filtration of percolation wells at Dangrot, Kotli. The second project covers the supply and installation of new machinery for these percolation wells. Both projects are critical for enhancing water infrastructure and ensuring sustainable water supply in the region.
The technical scope includes the rehabilitation of percolation wells using slow sand filtration technology and the procurement of specialized machinery. The machinery must be supplied and installed by firms registered with the Pakistan Engineering Council (PEC) in category C-4 and above for the filtration work, and C-5 and above for machinery supply, with specialized codes ME07/EE10. Bidders must have completed at least one similar project valued at PKR 20.3 million or more in the last three years for machinery supply, and PKR 7.1 million or more in the last five years for filtration works. All bidders must be registered with FBR and ATL for the financial year 2025-26 and must not be blacklisted.
The tender process follows the single stage two envelope e-bidding system. Interested bidders should obtain user credentials from the IT Section of the Chief Engineer Highways office in Muzaffarabad. Bidding documents and drawings are available on the e-bidding dashboard and the Executive Engineer PHE Division Kotli office. Technical and financial bids must be submitted electronically by 12:00 PM on 8th May 2026, with hard copies of bid security and signed documents submitted within 48 hours after technical bid opening.
A pre-bid meeting is scheduled for 5th May 2026 at 1:30 PM at the Executive Engineer PHE Division Kotli office. Bidders are advised to visit all sites before submission and provide complete technical data and warranty details. Earnest money must be deposited as per requirements and submitted with bids. A practical tip for bidders is to ensure all technical documents are uploaded in PDF format and that original bid security receipts are submitted timely to avoid disqualification. This tender offers a significant opportunity for qualified firms to contribute to vital water infrastructure improvements in Kotli.
