LED-065-26 (X86 Based Private Cloud Solution) Non-Consultancy Services Procurement by Sui Northern Gas Pipelines Limited (SNGPL) Lahore

The Procurement Department of Sui Northern Gas Pipelines Limited (SNGPL) Head Office Lahore invites bids for the procurement of Non-Consultancy Services for the provision of an X86 Based Private Cloud Solution under tender reference P129154. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The bidding process follows a Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured: - 3 units of X86 Based Private Cloud Solution including latest-generation enterprise-grade x86 processors (Intel Xeon or AMD EPYC) with dual-socket configuration and minimum 64 physical CPU cores per socket - Rack Mounted 2U form factor servers - DDR5-6400 memory, 3 TB or higher - 2 x 200GB or higher Hot-Plug SSD Hard Drives per server - Network controllers: 2 x Dual Port 25 Gbps cards with SFP+ or higher, 2 x Single port 32Gb Fibre Channel Host Bus Adapters with SFP+ or higher - Dual Hot Pluggable Power Supplies - Enterprise level remote management cards with licenses - Hardware RAID controller supporting RAID 0,1,10,5 and pass through mode - Support for latest Microsoft, Red Hat, VMware ESXi and other OS/hypervisors - Fiber cables: 6 x 15 Meter or higher LC-LC Multimode for 25Gb/32Gb cards per server - Three (03) year OEM standard warranty and support - Enterprise-grade hypervisor licenses valid for three years (VMware vSphere Enterprise Plus, Sangfor, Microsoft Hyper-V, Red Hat OpenShift or equivalent) - Two integrated high-performance GPUs per server (e.g., NVIDIA L20 48GB or equivalent) supporting AI, ML, GIS workloads with vGPU, SR-IOV, passthrough modes - GPU licenses and support for three years - On-site installation, deployment, and commissioning including servers, GPUs, hypervisor, and licenses The solution is designed for deployment in a standard data-center environment with ambient temperature range 15°C to 30°C. Delivery will be made to SNGPL Head Office Lahore within 16-20 weeks from the Purchase Order date. Eligibility criteria include registration with FBR, valid professional tax certificate, and technical capability to supply x86 servers to at least two enterprises in Pakistan.
