Tender Description
The Multan Electric Power Company (MEPCO) through its Project Management Unit (PMU) is procuring 20/26 MVA Power Transformers for delivery at 132KV MEPCO power Warehouse, Khanewal Road, Multan. This procurement is planned for the financial year 2026-27 and is being conducted under the National Competitive Bidding (NCB) method with a single stage-two envelope procedure.
Items being procured:
- 20/26 MVA Power Transformer (Quantity: 2 units)
The transformers must comply with NTDC Specification P-46:2022 (Amended up to date) and IEC standards. The scope includes supply of transformers with all allied accessories, manufactured with a comprehensive quality assurance program. Inspection and testing will be conducted by authorized NTDC/MEPCO representatives at the manufacturer's premises with prior notice. The warranty period is 60 months from acceptance, with performance guarantees and liquidated damages clauses applicable.
Eligible bidders must have completed at least two contracts of similar or higher rating in the last 10 years, with manufacturers having at least 5 years of design/manufacturing experience. The offered equipment should have been in satisfactory operation for at least 3 years, supported by operational certificates. Bidders must be registered with FBR, have valid NTN/GST, and be on the active tax payer list. Joint ventures are allowed with a maximum of two members.
The bid submission deadline is **Tuesday, August 18, 2026 at 11:00 AM** via the e-Pak Acquisition and Disposal System (EPADS) v2.0. Manual submissions are not accepted. The technical bid must include all required documents such as bid security, manufacturer authorization, type test reports, and performance records. The financial bid will be opened after technical evaluation.
A practical tip for bidders: Ensure timely registration and familiarization with EPADS v2.0 to avoid disqualification.
