Tender Description

The Village Electrification department of Islamabad Electric Supply Company (IESCO) invites sealed bids for the procurement of civil works related to the shifting of electrical services from overhead to underground for the construction of an underpass at Tulsa Chowk, Rawalpindi. This project involves the 2x2 duct line shifting of electrical services overhead to underground from 502 Park Mid to 502 Work Shop on Adyala Road (Section–B) under the City Construction Division Rawalpindi. The scope includes the supply and installation of duct lines with manholes, HT/LT direct burial road and gate crossings, supply of 1st class burnt bricks, supply of dust-free coarse sand, plinth and earthing of LBS and transformers, and bases of D-boxes for laying HT/LT underground cables according to IESCO SDI standards. Items being procured: - Supply of sand free of dust (coarse) 3.37 Cum - Supply of 1st class burnt bricks (standard size) 875 No. - LT Cable (all kinds) 0.16 KM - Excavation in very hard soil 374.02 Cum - Excavation in hard soil 155.84 Cum - Excavation in shingle and gravel formation 93.5 Cum - Dismantling and removing road melting 7.78 Cum - Providing lowering, laying, jointing and testing of AC class B pipeline 2024.48 Mtrs - Providing lowering, laying, jointing and testing of PVC class B pipeline 429.89 Mtrs - Concrete works 1:4:8, 1:2:4, 1:3:6 in various quantities - Dismantling cement concrete plain 8.78 Cum - Brick work other than building 31.33 Cum - Cement plaster 60.58 Sqm - Erection and removal of centring for RCC or plain cement concrete work 473.79 Sqm - Supplying and fabrication of intermediate grade deformed reinforcement 3796.37 KG - Supply of angles and plates 44.44 KG and 588 KG respectively - Collection and installation of transmission and earthing arrangements for distribution transformers The estimated cost of the project is Rs. 12,481,504/-. Eligible bidders must be registered with Pakistan Engineering Council (PEC) under specialized codes EE-04, EE-05, CE-10, and have valid registrations with FBR, Punjab Revenue Authority, and NTDC Lahore. Bidders must demonstrate financial capability with a fresh bank statement showing balance up to 25% of the BOQ cost and provide income tax returns for FY 2025-26. Experience in similar works with DISCOs or government/semi-government organizations is required. Bids must be submitted electronically through the EPADS v2.0 portal by Monday, August 31, 2026, at 09:30 AM, with bid opening at 10:00 AM the same day. Manual submissions will not be accepted. A bid security of 2% of the BOQ cost in the form of Pay Order, Banker's Cheque, Call Deposit, or Demand Draft must be submitted in original to the IESCO Head Office before bid opening. The contract will be awarded based on Least Cost Based Selection (LCBS) technique. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price. Bidders are advised to carefully review the bidding documents available on EPADS and ensure compliance with all eligibility criteria and submission requirements.
