Tender for 2x2 Duct Line for Shifting of Electrical Services Overhead to Underground for Construction of Underpass at Tulsa Chowk from Rah-e-Aman to 502 Workshop Gate Mid on Adyala Road (Section–A)

The Village Electrification division of Islamabad Electric Supply Company (IESCO) invites sealed bids for the procurement of civil works related to the shifting of electrical services from overhead to underground at Tulsa Chowk, Rawalpindi. This tender specifically covers the construction of a 2x2 duct line for the underpass from Rah-e-Aman to 502 Workshop Gate Mid on Adyala Road (Section–A). The procurement is planned for the financial year 2026-27 with a contract reference number P85333. Items being procured: - Supply of sand free of dust (coarse) - Supply of 1st class burnt bricks (standard size) - Supply and installation of LT cable (all kinds) - Excavation in very hard soil, hard soil, and shingle and gravel formation - Dismantling and removing road melting - Providing lowering, laying into trenches, jointing and testing of AC class B pipeline and PVC class B pipeline - Concrete works including 1:4:8, 1:2:4, 1:3:6 mixes - Dismantling cement concrete plain - Reinforced cement concrete work using coarse sand - Brickwork other than building including striking of joints - Cement plaster 13 mm thickness - Erection and removal of centring for RCC or plain cement concrete work - Supplying and fabrication of intermediate grade deformed reinforcement - Supply of angles and plates - Collection and installation of transmission and earthing arrangements for distribution transformers The scope includes construction of duct lines with manholes, HT/LT direct burial road/gate crossing, supply of bricks and sand, plinth/earthing of LBS and transformers, and bases of D-boxes for laying HT/LT underground cables according to IESCO SDI standards. Eligible bidders must be registered with Pakistan Engineering Council (PEC) under specialized codes EE-04, EE-05, CE-10, and have valid registrations with FBR, Punjab Revenue Authority, and NTDC Lahore. Bidders should have completed similar works in DISCOs or government/semi-government organizations and demonstrate financial capability with a minimum net worth and turnover as specified. Bids must be submitted electronically through EPADS v2.0 by Monday, August 31, 2026, at 09:30 AM. Bid opening will be on the same day at 10:00 AM. Manual bids will not be accepted. A bid security of 2% of the BOQ cost in the form of CDR, Pay Order, or Bank Guarantee is required and must be submitted physically before bid opening. The contract will be awarded on a Least Cost Based Selection (LCBS) basis. The successful bidder will be required to provide a performance guarantee of 5% of the contract price. The work is to be executed in Rawalpindi under the supervision of IESCO with all works conforming to WAPDA/IESCO specifications.
