Binding of Law Journals: PLD, MLD, CLC, SCMR, PTD, CLD, PCrLJ, PLC, YLR, Taxation, PTCL (2024–2025) and SBLR (2023–2025) – Re-Tender

The High Court of Sindh, Karachi invites eligible and registered firms to submit electronic bids through the e-Pak Acquisition and Disposal System (EPADS) for the binding of law journals for the Court Library for the Financial Year 2026–2027. This re-tender covers binding of various law journals including PLD, MLD, CLC, SCMR, PTD, CLD, PCrLJ, PLC, YLR, Taxation, PTCL (2024–2025) and SBLR (2023–2025). Items being procured: - Binding of Law Journals: PLD - MLD - CLC - SCMR - PTD - CLD - PCrLJ - PLC - YLR - Taxation - PTCL (2024–2025) - SBLR (2023–2025) The binding work requires high-quality hardboard covers with durable binding cloth or equivalent, distinct cover colors for easy identification, golden spine lettering indicating the law report name, year, volume/part number, and court name, with the words 'SINDH HIGH COURT' printed at the spine bottom. The sewing method must be section-sewn stitching (Smyth-sewn or equivalent) ensuring strength and longevity. Separate binding is required for reports of different courts including Sindh High Court, Lahore High Court, Peshawar High Court, Balochistan High Court, Islamabad High Court, Supreme Court of Pakistan, and various tribunals. The binder must be experienced with prior relevant work, possess their own embossing machine, and ensure safe custody and handling of books during the process. Collection and delivery of volumes will be arranged by the binder at their own cost. Completion timeline is thirty calendar days from issuance of purchase order. Bidders must visit the Court Library for inspection before bidding. Eligibility criteria include valid registration with FBR and SRB, ATL status, SPPRA registration on EPADS, affidavit of non-blacklisting, minimum three years relevant experience, satisfactory past contracts, and minimum average annual turnover of Rs. 2 million. Bid security of 2% of bid value is required. Bids must be submitted electronically via EPADS by 10:30 a.m. on 10th November 2026, with original bid security and signed hard copy delivered to the Office of the Director General (Finance & Accounts), High Court of Sindh, Saddar, Karachi. Bids will be publicly opened at 11:00 a.m. same day. The contract will be awarded to the lowest evaluated responsive bidder meeting all criteria. Payment will be made after satisfactory delivery and inspection. Bidders are advised to carefully follow all instructions and submit complete documentation. A practical tip for bidders is to ensure timely registration on EPADS and upload all required documents correctly to avoid disqualification. The High Court of Sindh reserves the right to reject any or all bids without assigning reason.
