Tender Description
Punjab Building Department invites tenders from eligible Engineering Firms and Contractors for the establishment of Civil Enforcement Stations of PERA in Rawalpindi (Phase-II) at Taxila, District Rawalpindi (ADP No.3489). This procurement is being conducted through the Punjab e-Procurement System, and all interested parties must submit their bids online as per the instructions provided on https://eproc.punjab.gov.pk. Only firms/contractors with valid PEC licenses in the relevant category and fulfilling all technical and financial requirements are eligible to participate. The project is located in Rawalpindi Cantt, and the estimated cost is PKR 90.257 million. Earnest Money of PKR 4.513 million (5%) must be submitted in the form of a Call Deposit Receipt (CDR) in favor of the department.

The scope of work includes all civil works as per the approved DNIT and BOQs. Bidders must ensure compliance with all technical specifications, drawings, and relevant standards. The tender documents, including eligibility criteria, terms, and conditions, are available on the Punjab e-Procurement portal. Bids must be submitted electronically, and no manual submissions will be entertained. The deadline for bid submission is up to 30.12.2027. The technical bids will be opened on 25.08.2026 at 11:00 AM in the presence of the bidders or their authorized representatives at the office of the Executive Engineer, Buildings Division No. 2, Rawalpindi Cantt.
All bidders must be registered with FBR and listed on the Active Taxpayers List (ATL). Successful bidders will be required to provide performance guarantees as per PPRA and departmental rules.
