Tender Description
Municipal Committee Narowal invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for the construction of bus shelters for green electric buses on the Narowal Circular Route in the city of Narowal. Items being procured:

The procurement will be conducted in accordance with the PPRA Rules, 2014 (as amended). Contractors/Firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) and all relevant tax departments including FBR and PRA for the Financial Year 2026-27, wherever applicable. Bidding documents containing detailed terms, conditions, specifications, eligibility criteria, and other requirements are available free of cost on the Punjab e-Procurement System and PPRA Punjab website from the date of publication of this notice.
Bids shall be submitted electronically through the Punjab e-Procurement System only by the deadline of 04-09-2026 at 11:00 AM. The bids will be opened electronically on the same day at 02:30 PM in the office of the Municipal Committee Narowal in the presence of bidders or their authorized representatives. A bid security of 5% of the estimated cost must be paid or submitted through 1Link/Bank Guarantee options digitally via generated PSID on the Punjab e-Procurement System.
If the bid is quoted more than 5% below the estimated amount, the successful bidder shall furnish a Performance Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System equal to 5% of the contract amount. The issuing bank must transmit the Bank Guarantee through SWIFT MT760 to the designated advising bank with the correct Tender Reference Number and PSID in favor of Municipal Committee Narowal. The guarantee will be released after successful completion of work; otherwise, it will be forfeited.
All prevailing Government of Punjab laws, notifications, circulars, and the Punjab Procurement Rules, 2014 (as amended), including procedures governing the Punjab e-Procurement System and Digital Bank Guarantee, shall apply. Firms/contractors are responsible for payment of all applicable taxes at the time of release of payment as admissible under the rules prescribed by the Government of Punjab.
Municipal Committee Narowal reserves the right to reject any or all bids at any time before acceptance in accordance with Rule 35 of the Punjab Procurement Rules, 2014 (as amended). The Procuring Agency may increase or decrease the scope or quantity of work subject to budget availability and applicable rules.

Also, familiarize yourself thoroughly with the Punjab e-Procurement System to avoid technical issues during electronic submission.
