Construction of Community Hall Public Park Municipal Committee Umerkot

The Municipal Committee Umerkot invites eligible and qualified contractors to submit electronic bids for the Construction of Community Hall at Public Park under the Municipal Committee Umerkot in Umerkot city, Sindh. This procurement is conducted under the Single Stage One Envelope procedure as per SPPRA Rules 2010 (amended). Items being procured: - Construction of Community Hall at Public Park Municipal Committee Umerkot The project involves civil works for the community hall construction including all necessary materials and workmanship as per the standard bidding documents. The contract duration is 12 months from the date of issuance of the work order. Bidders must be registered with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, hold active NTN and ATL registration, and valid Sindh Revenue Board registration. Submission of bid security amounting to 5% of the estimated cost and a non-refundable tender fee of Rs. 3,000 is mandatory. Bids must be submitted electronically via the SPPRA E-Procurement System (EPADS) only; manual submissions will not be accepted. The bid security must be in the form of Call Deposit, Pay Order, or Bank Draft in favor of Chief Officer, Municipal Committee Umerkot. Original bid security instruments must be submitted in sealed envelopes before bid opening. Bids will be opened on 09-11-2026 at 10:00 AM at the office of Municipal Committee Umerkot in the presence of bidders or their authorized representatives. Interested bidders should ensure compliance with all mandatory qualification documents including PEC registration, NTN, ATL, CNIC copies, affidavit of non-blacklisting, proof of ongoing and completed similar works, machinery and staff details, and financial capacity certificates.
