The Islamabad Electric Supply Co. (IESCO) (Village Electrification Cell) invites sealed bids from eligible and qualified bidders for the construction of direct burial IRO revised HT/LT with transformer into underground at multiple locations including Baggi Park Katchery Chowk, Nasir Mehmood, Iftikhar Janjua Road, Katchery Chowk Flyover, GPO Underpass and Katchery Chowk Flyover in Tehsil and District Rawalpindi. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage-One Envelope bidding procedure using Least Cost Based Selection (LCBS) technique. Items being procured: - Supply of sand free of dust (95.8 Cum) - Supply of 1st class burnt brick (1000 Nos) - HT Single Channel cable laying (1.73 KM) - HT Double Channel cable laying (0.2 KM) - LT Cable laying (1.06 KM) - Excavation in very hard soil (100 Cum) - Excavation in hard soil (94.57 Cum) - Excavation in shingle and gravel formation (300 Cum) - Dismantling and removing road metling (8 Cum) - Laying and jointing RCC trenches pipeline (335.28 Mtrs) - Laying and jointing PVC class B pipeline (16.76 Mtrs) - Concrete works 1:4:8 (290.91 Cum) - Concrete works 1:2:4 (49.81 Cum) - Dismantling cement concrete plain 1:2:4 (32.11 Cum) - Reinforced cement concrete work (0.59 Cum) - Brick work other than building (9.46 Cum) - Cement plaster 1:3 (40.88 Sqm) - Erection and removal of centring for RCC or plain cement concrete (64.34 Sqm) - Supplying and fabrication of intermediate grade deformed reinforcement (51.27 KG) The scope includes all civil works related to the direct burial of HT/LT cables, transformer plinth construction, and associated RCC works at the specified sites under the jurisdiction of Cantt Construction Division IESCO Rawalpindi. Bidders must be registered with Pakistan Engineering Council (PEC) under codes EE-04, EE-05, CE-10 and have valid registrations with FBR, Punjab Revenue Authority, and NTDC Lahore. Financial capacity and experience in similar works with DISCOs or government/semi-government organizations are mandatory. Bids must be submitted electronically through the EPADS v2.0 portal by Friday, September 11, 2026 at 09:30 AM. Technical and financial bids will be opened on the same day at 10:00 AM. Manual bids will not be accepted. Bid security in the form of Pay Order, Call Deposit, or Demand Draft is required. The contract performance guarantee is 5% of the contract price. The procuring agency recommends bidders to carefully review the bidding documents available on EPADS and ensure compliance with all eligibility criteria and submission requirements. Early registration on EPADS v2.0 is advised to avoid last-minute issues. The contract will be awarded to the lowest evaluated responsive bidder meeting all criteria.
