Construction, Improvement, Reconditioning & Blacktopping of 30 Km Link Roads in District Jhelum Valley

The Communications & Works Department Azad Jammu & Kashmir invites bids for the construction, improvement, reconditioning, and blacktopping of 30 Km link roads in District Jhelum Valley. The works are divided into two packages: Package No 13: - Link Road Qureshi Mohalla Naka Ghan - Link Road Mahari L=0.50 Km - Link Road Lower Naina Mohalla Abdul Ghaffar Khan L=0.50 Km Total Length: 1.6 Km Package No 14: - Link Road Sharqi Pahul L=0.45 Km - Link Road Soba L=0.45 Km - Link Road Balot L=0.45 Km Total Length: 1.35 Km Bidders must be licensed by the Pakistan Engineering Council as Contractors and have endorsement in C&W Govt AJ&K for FY 2026-27 in the appropriate category. New bidders should obtain login details from the IT Section, Office of The Chief Engineer Highway, Block H, DHQ Muzaffarabad. Bidding documents and instructions can be downloaded from https://cwd.ajk.gov.pk. Only PDF format documents are accepted for upload in the E-Bidding system. Bidders must upload complete bidding documents including scanned copy of Bank Receipt showing proof of deposit of Bid Security in the Divisional Joint Account at specified banks. Bidders quoting rates below 10% of engineering estimates must submit financial loss security in addition to bid security. Original bank receipts must be submitted before bid evaluation. Electronic bidding will be evaluated on percentage basis with two digits after decimal. Blacklisted firms or those involved in litigation with the government are not eligible. Incorrect or incomplete bids will be disqualified. The competent authority reserves the right to reject any or all bids under Clause 35 of AJ&K PPRA Rules.
