Supply and Installation of Hesco Bags/Barrier for Collectorate of Customs (Enforcement), Peshawar

The Collectorate of Customs (Enforcement), Peshawar (Pakistan Customs) invites sealed bids for the supply and installation of Hesco Bags/Barrier units at multiple designated locations within Peshawar and surrounding divisions. This procurement is for the financial year 2026-27 and will be executed under a National Single Stage-One Envelope bidding process using Least Cost Based Selection (LCBS) technique. Items being procured: - Clearing, leveling and dressing of ground for placement of 4 ft × 4 ft HESCO barrier units at various sites - Supply, transportation, placement, erection and connection of 4 ft × 4 ft HESCO barrier units fabricated from hot-dip galvanized G.I. wire mesh with geotextile cloth liner and spiral connectors - Supply, transportation, placement, erection and connection of 3 ft × 3 ft HESCO barrier units fabricated similarly - Providing, placing and compacting approved sand filling material inside the HESCO barrier units The installation sites include Peshawar Office, D.I Khan SWH Ratta Kulachi, Bannu Divisional Office, Kohat Tunnel Check Post, Kohat Gulshan Abad Custom Check Post, Mughal Kot Custom Check Post, Nowshera Custom Divisional Office, Mardan Custom Divisional Office, and Darra Tang Custom Check Post. Quantities vary per location with a total estimated cost of over Rs. 21.75 million. The scope covers all materials, labor, tools, equipment, and disposal of cleared materials. The HESCO barriers must be installed as per manufacturer's instructions and approved layout. Sand filling shall be compacted in layers to ensure stability without damaging the geotextile liner or wire mesh. Eligible bidders must be registered with NADRA and FBR, provide a non-blacklisting affidavit, and submit bid security in the form of Call at Deposit. Bids must be submitted electronically via EPADS v2.0 portal by the deadline of October 26, 2026, 12:00 PM. Manual bids will not be accepted. The bid opening will be conducted on the same day at 12:30 PM via EPADS. Technical and financial proposals must comply with the bidding documents. The contract will be awarded to the lowest evaluated responsive bidder. Performance guarantee is not required for this contract.
