Tender Description
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms through the E-Pak Acquisition and Disposal System (E-PADS) online bidding platform for multiple construction and rehabilitation works under the Swabi Area Development Project 2026-27 (PK-50).
Items being procured:
- Construction of Futsal Court, Cricket Academy, Basketball and Installation of Sports Lighting at BKSC (MRS-2025)
- Construction of Maneri Payan Playground (MRS-2025)
- Repair/Rehabilitation of Tehsil Lahore Playground (MRS-2025)
- Repair/Rehabilitation of Zaroobi Playground (MRS-2025)
- Repair and Rehabilitation of Kaddi Sports Ground (MRS-2025)
- Up-gradation of Pabeni Cricket Ground (MRS-2025)
These works involve civil construction and rehabilitation of sports facilities including courts, playgrounds, and installation of lighting systems. The projects are to be executed as per the work orders issued. Bidders must have active registration with Pakistan Engineering Council (PEC) in the relevant categories (C5 & Above for most works, C6 & Above for some) and must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) and on the active tax payer list (ATL). Experience of at least two similar projects in the last five years with a minimum value of 70% of the engineer's estimate is mandatory. Bid security of 2% of the estimated cost is required along with other documents.
Bids must be submitted electronically via the E-PADS portal (https://kp.procure.gov.pk/) by 15th September 2026 at 12:00 PM. Technical bids will be opened the same day at 12:30 PM. Financial bids opening dates will be announced after technical bid approval. Hard copy of CDR must reach the undersigned office by the due date. The procurement follows the single stage two envelope procedure under KPRA rules 2014.
A practical tip for bidders: Ensure your bid rates are quoted electronically ABOVE, BELOW, or AT PAR based on MRS-2025 and NSI items with only two digits after the decimal point for evaluation purposes. Also, timely submission of the hard copy CDR is crucial to avoid disqualification.
