Tender Description
The Military Engineer Services (MES) invites applications for pre-qualification and issuance of tenders for construction, repair, maintenance, and provision works of miscellaneous buildings within the Area of Responsibility of Garrison Engineer Rawalpindi-11. This procurement is specifically for contractors experienced in civil works related to buildings in Rawalpindi. The scope includes various construction and maintenance activities covering multiple buildings, ensuring structural integrity and operational functionality.
Contractors must be registered with the Pakistan Engineering Council (PEC) and belong to approved MES categories A, B, C, D, or E. Firms not on the MES approved list must submit detailed credentials of works executed in the last two years along with ongoing projects. A certificate confirming no litigation with government departments and no adverse reports from the Director of Inspection and Evaluation (E-in-C's Branch GHQ) is mandatory. This ensures only eligible and reliable contractors participate.
The tender documents will be issued only to pre-qualified firms after scrutiny of their applications and credentials. The submission deadline is fixed at 1130 hours on 10 June 2026, with tender opening at 1200 hours the same day. Interested contractors can contact the office of the Garrison Engineer (Army) Rawalpindi-11 between 0800 to 1500 hours on working days for further details.
A practical tip for bidders is to ensure their PEC registration and MES approved category status are current and properly documented. Early submission of complete credentials can facilitate timely issuance of tender documents and avoid last-minute disqualification. Also, prepare the Earnest Money Deposit (EMD) or CDR as per MES requirements to avoid technical rejection. Meeting all eligibility criteria and submitting a thorough technical bid will enhance chances of success in this competitive tender.
