Construction and Repair of Paving Block / CC Block at Various Places in UC 145 TMC Qasimabad, Hyderabad Municipal Corporation (Phase 2)

Hyderabad Municipal Corporation invites electronic bids from eligible and qualified contractors/firms for the construction and repair of paving blocks and cement concrete blocks at various locations in UC 145 TMC Qasimabad, Hyderabad. This procurement is under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Construction and repair of paving block / CC block at various places in UC 145 TMC Qasimabad The scope includes dismantling cement concrete, earthwork for road embankment, carriage of materials like stone aggregate, cement concrete brick or stone ballast, providing and fixing cement paving blocks of specified size and strength, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing and curing. Bidders must have active taxpayer status on FBR Active Taxpayer List (ATL), valid registration with Sindh Revenue Board (SRB), NTN and Sales Tax registration certificates, and must have completed at least two similar works in the last two years with supporting completion certificates. They must also have at least two ongoing projects of similar nature, submit bank statements for the last three years, and provide an affidavit on E-stamp paper stating no blacklisting or litigation. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs.3000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted in the form of Call Deposit, Pay Order, or Bank Draft in favor of Executive Engineer Hyderabad Municipal Corporation. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Scanned copies of tender fee and bid security must be uploaded, and original instruments submitted in sealed envelopes to the office of the Executive Engineer before bid opening. Bids will be opened on 06-11-2026 at 12:00 Noon in the presence of the Procurement Committee and bidders' representatives. The bid validity period is minimum 90 days from the date of opening. The contract completion period is 12 months. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Joint Venture firms must submit JV agreements if applicable.
