Construction and Repair of Paving Block / CC Block at Various Places in UC 145 TMC Qasimabad, Hyderabad Municipal Corporation (Phase 3)

Hyderabad Municipal Corporation invites electronic bids from eligible and qualified contractors/firms for the construction and repair of paving blocks and cement concrete blocks at various locations in UC 145 TMC Qasimabad, Hyderabad. This procurement is under the Single Stage – One Envelope Procedure as per Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). The project has an estimated cost of **Rs. 2,500,000** with a completion period of 12 months. Items being procured: - Construction and repair of paving block / CC block at various places in UC 145 TMC Qasimabad The technical scope includes dismantling cement concrete, earthwork for road embankment, carriage of materials like stone aggregate and bricks, providing and fixing cement paving blocks with natural colors and specified strength, erection and removal of centering for RCC works, and cement concrete plain works including placing, compacting, finishing, and curing. Eligibility criteria require bidders to have active taxpayer status on FBR Active Taxpayer List (ATL), mandatory registration with Sindh Revenue Board (SRB), valid NTN and sales tax registration certificates, minimum two similar completed works in the last two years, minimum two ongoing projects of similar nature, submission of bank statements for the last three years, affidavit on e-stamp paper confirming no blacklisting or litigation, availability of required technical staff and equipment, and submission of work methodology and execution plan. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs.3000 must be submitted in favor of Deposit Fund HMC via Pay Order or Call Deposit. Bid security of 2% of the estimated cost is required in the form of Call Deposit, Pay Order, or Bank Draft in favor of Executive Engineer Hyderabad Municipal Corporation. Scanned copies must be uploaded via E-PADS and original hard copies submitted before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Bid opening will be held on 06-11-2026 at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the Procurement Committee and bidders' representatives. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules.
