Tender Description
The Tehsil Municipal Administration (TMA) Havelian invites eligible contractors and firms to submit bids through the E-PADS electronic bidding system for the construction of four tube wells located in Havelian. This procurement is conducted under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KP-KPPRA) Rules 2014 and E-PAD regulations 2025 using a single stage two envelope procedure.
Items being procured:
- Tube Well No.05 Near Siali Ground (Estimated Cost Rs. 6.387 Million)
- Tube Well No.06 Near Veterinary Hospital (Estimated Cost Rs. 6.320 Million)
- Tube Well No.02 Near Government Girls Degree College (Estimated Cost Rs. 6.285 Million)
- Tube Well No.03 Near Urban Dispensary (Estimated Cost Rs. 6.313 Million)
The scope includes the construction of tube wells at specified locations in Havelian, requiring competent contractors registered with the Pakistan Engineering Council and enlisted with the Local Council Board, Khyber Pakhtunkhwa. Bidders must also be registered with KPPRA for the financial year 2026-27. The technical bid must include mandatory documents such as PEC registration, KPRA registration, NTN certificate, financial soundness, relevant experience, and a declaration of no litigation against the firm.
Bid security requirements vary depending on the bid price relative to the engineer's estimate, with a minimum of 2% bid security and additional securities required for bids below certain thresholds. The additional security may be replaced by a bank guarantee after work commencement and will be released in four installments based on project completion milestones.
Bids must be submitted online via the E-PADS system by 24th September 2026. Technical bids should be submitted in sealed envelopes clearly marked 'Technical Bid' via courier at least half an hour before the closing time. Financial bids will be opened after approval of the technical bids. The bid validity period is 90 days.
A practical tip for bidders is to ensure the detailed rate analysis and additional security are submitted if bidding more than 10% below the engineer's estimate to avoid disqualification. Also, carefully follow the E-PADS submission guidelines to avoid technical rejection.
