Tender Description
The Government of Gilgit-Baltistan Communication & Works Department B&R Division Skardu invites sealed bids from eligible firms or contractors registered with Pakistan Engineering Council (PEC) in the relevant category/code and having relevant experience under PPRA Rule 2004, Rule 36(b) for the fiscal year 2026-27. The procurement is for the construction, widening, and metalling of road GBA-7 in Skardu. This project requires contractors with PEC registration in category C-4 and above.

The work involves civil construction activities including road widening and metalling, requiring quality materials and adherence to technical specifications. The site is located in Skardu, Gilgit-Baltistan. Bidders must submit bids under the Single Stage Two Envelope (SSTE) procedure.
Mandatory conditions include registration with PEC for the current financial year, renewal receipt from GB C&W Department, latest PEC profile, and mandatory certificates such as No Sick Scheme certificate and No Litigation certificate. Bid security of Rs. 2.912 million in the shape of CDR from any scheduled bank is required. The bidding documents are available for a non-refundable fee of Rs. 15,000 in the shape of Treasury Challan. The competent authority reserves the right to reject any or all bids prior to acceptance.
The pre-bid meeting will be held on 20th August 2026 at 02:30 PM in the office of the Chairman Bid Evaluation Committee/Superintending Engineer GB PWD Skardu/Shigar Circle Skardu. Bids must be submitted by 27th August 2026 at 11:00 AM and will be opened on the same day at 11:30 AM. Bidders should ensure proper documentation and compliance with all bidding conditions.
