Consultancy Services for Preparation of Business Plan and Improvement of Work Systems for Special Economic Zone Authority Sindh

Special Economic Zone Authority (SEZA) Sindh invites proposals from eligible consultancy firms for the provision of services related to the preparation of a comprehensive business plan and the improvement of work systems for the authority. The assignment aims to enhance operational efficiency and strategic planning for SEZA, with a focus on institutional strengthening and business process optimization. Items being procured: - Consultancy services for preparation of business plan for SEZA - Consultancy services for improvement of work systems and institutional strengthening The scope of work includes a detailed review of existing processes, stakeholder engagement, and the development of actionable recommendations for business planning and workflow enhancement. The selected consultant will be responsible for preparing a robust business plan, identifying gaps in current systems, and proposing solutions to improve efficiency and service delivery. The assignment is expected to be completed within 90 days from the date of contract signing. Eligible firms must be registered with relevant tax authorities and appear on the FBR Active Taxpayers List (ATL). Experience in similar assignments, particularly with public sector organizations in Pakistan, will be given preference. Earnest Money equivalent to 2 percent of the bid amount must be submitted in the form of a pay order or demand draft in favor of Special Economic Zone Authority. Interested bidders can download the Terms of Reference (TORs) and other relevant documents from the SPPRA EPADS portal (https://portalsindh.eprocure.gov.pk) or the SEZA website (www.sezasindh.gos.pk). Proposals must be submitted online via the SPPRA EPADS system by 17 September 2026, 3:30 PM. The technical proposals will be opened on the same day at 2:30 PM in the presence of authorized representatives. A practical tip: Ensure all required documents, including proof of similar assignments and tax compliance certificates, are uploaded to the EPADS portal well before the deadline to avoid last-minute technical issues.
